Make the cupcakes per package directions

Cool and ice with chocolate icing

Sprinkle with green sanding sugar

Unwrap mini chocolate bars and place one on top of each cupcake

Use a tiny bit of icing place two M&M's on each side of the chocolate bar, and one on top

With a bit more icing, attach the red licorice in a U shape like a handle
