Beat together non-dairy butter, peanut butter, brown sugar, and vanilla until nice and creamy
Beat in eggs and water
Mix in flours, oats, wheat germ, cinnamon, and baking soda
Slowly stir in raisins
Use a baking scoop and drop 2 1/2" apart on greased cookie sheets
Flatten slightly (opps I didn't read this step - mine are very round!)
Bake at 350' for 18-20 minutes
Cool on racks
Store in an airtight container
